Compounding Procedure

INTRODUCTION

Compounding of course module is designed as a guide in conducting courses for fire officials to perform their duties as officers of compounding as well as officials of the complainant in the context of enforcement of the provisions of section 59 of the Fire Services Act 1988 . Content in this course module is to meet the requirements and objectives set by the implementation of the Enforcement Division of Fire and Rescue Department Malaysia .

Enforcement Division JBPM particularly concerned with the case - the case of a breach of any provision of the Act, as set out in the Enforcement Directive No. 2 of 2001 . Through Enforcement Directive has been explained in detail how the method of compounding can be carried out correctly and effectively. Through teaching and learning methods implemented will help participants understand clearly about the actual implementation and can help solve problems in the implementation of compounding rules .
 

PURPOSE
 
Provide guidance to fire officials to undertake the compounding of offenses as set forth in the revised regulation 2 , Fire Service Regulations ( Compounding of Offenses) ( Amendment ) Order 2004 ( PU ( A) 281 )
 
OBJECTIVES
 
Several objectives have been set to achieve the required targets to provide knowledge and understanding of the need to learn the course Compounding of Offenses: -

  • Knowing and having the skills in implementation of the compounding of offenses.
  • Increase confidence and skill in carrying out the complete process of compounding .


QUALIFICATION COURSE PARTICIPANTS

  • Fire officers on duty and will be attached to the Enforcement Unit .
  • Fire officers directly involved in the implementation of the compounding


METHODS COURSE

This course will be conducted using several methods such as lectures , practical case studies, discussion and preparation of paperwork.
Methods course held two forms, namely :

  • Theory - 90 %
  • Practical - 10 %


COURSE DURATION

The implementation of the course is 5 days and all participants must follow the course until the end. This course is considered important because it is a fundamental part of discharging the duties of the compound.
